Re pensando el radicalismo, los territorios nacionales y el petróleo, 1916-1930

Abstract

El objetivo de la presentación es acercar reflexionessobre la Unión Cívica Radical (UCR) y la labor desplegada enmateria de exploración y explotación de petróleo en territoriosnacionales de la Patagonia argentina: Neuquén y Chubut. Lapropuesta apunta a re pensar las razones por las cuales la fuerzapolítica prioriza la intervención en los Territorios Nacionales,en materia de recursos, en el período 1916-1930. Estos espaciosformaban parte de la preocupación del radicalismo en tantoparte integrante de la instancia central y contaban con bienesestratégicos importantes para reducir importaciones en elcontexto de la guerra; asimismo, apuntaba a desarrollar laincipiente industria atendiendo a las necesidades de la población;se ampliaría su base social de apoyo en el marco del Estadouniversalizado. La tesis consiste en pensar, por un lado, queel Estado intervenía en espacios de su directa dependenciaporque sus sociedades estaban en formación, de modo tal queno se producirían conflictos políticos, como sucedían con lasprovincias y, por otro, permitiría ver la situación de esas áreas,evaluando la posibilidad de convertirlos en provincias. Paraello se revisará la historiografía existente, incorporando fuentesdocumentales regionales y nacionales a las que se tuvo acceso,con el propósito de aportar otros problemas, en clave local, a lahistoria nacional.

Likewise, this decisionis related to the development of the incipient industry, meetingthe needs of the population and the expansion of the socialsupport base within the framework of the universalized State.e thesis consists of thinking, on the one hand, that the Stateintervened in spaces of its direct dependence because its societieswere in formation, in such a way that political conflicts wouldnot occur as happened with the provinces and, on the other, itwould allow us to see the situation of those areas, evaluating thepossibility of converting them into provinces. To do this, the existing historiography will be reviewed, incorporating regionaland national documentary sources to which we had access, withthe purpose of contributing other problems, in a local key, tonational history.
